Let us assume Least Population district has x people
Maximum population possible for a district is x +0.1x=1.1x
x will be least if the population of remaining 10 districts is equal and maximum, => x + 10(1.1x)=132000; 12x = 132000; x= 11000

100! + 200! = 100! (1 + 200.199.198. .....101)
1 + 200.199.198 ....101 will have a 1 at the end
Now number of zeroes at the end of 100! is [100/5] + [100/25] = 20 + 4 = 24
Hence multiplication of 100! (1 + 200.199.198 ....101) will have 24 zeroes after 1.
