in a and b , 'may be' is unnecessary . please watch 'seems likely' at the begining of the sentence.

Assumptions in Options a to d are supporting the argument of air fare increase. Whereas Options E doesn't have any relation to the tranatlantic airfare, this is talking about the domestic airline scenario. Therefore E is neutral.
