This argument begins by stating that treated wood is seemingly safe since it is used outdoors, and then negates that idea ("However"), stating that the safety of the chemicals in question should be tested since people might eat the wood. (C) is the conclusion of this argument.

(A) is a paraphrase of the argument’s first sentence, however that is a counter premise.
(B) is unsupported. It is not stated in the argument.
(D) is out of scope. While it may be true, even if this answer were to confine itself to playground equipment made of treated lumber, the rules that parents should make regarding playground play (and eating habits) is not discussed
(E) is out of scope. There is no discussion of a change in our understanding of the chemical, there is only a call to find out more because of a possible danger.
