Can you please explain a little bit more about A? I feel that even if it says all democracies will better off, it doesn't say autocratic will not better off, so it can't be the disagreeing point.

I am confused on number 18 in section 3 of the June 2008 PrepTest 54. The answer key says the answer is B but I am confused as why that is correct. I chose answer C and believe that C is correct and not B.
