PT59 S3 Q23 To predict that a device will be invented

I can see why B is correct, but I am having a hard time telling why E is definitely wrong. Isn't the author trying to establish a conflict between "predict" and what "has already taken place" here(the reason why B is correct)? If so, how can E be wrong? Can someone help me figure this out? Many thanks in advance.

can someone please help me with Q9? It looked very straightforward but I don't understand why C is the right answer. I eliminated down to A and B and then I chose B because when I negate this statement, it could undermine the argument but I guess I'm on the wrong track. Thanks for any help.
