Question Type: Explain a Result
If the incumbent was ahead of Muratori according to the poll, we would expect the incumbent to win. Why did Muratori win? Maybe the poll was inaccurate. Or maybe something happened after the poll was concluded that changed the direction of the election. (E) highlights one aspect of the poll that made it unlikely to represent the true state of opinion for all voters: the incumbent’s supporters were less likely than Muratori’s to see the election as important and therefore less likely to vote. (A) is out of scope; we care why Muratori won rather than what his positions were.

(B) is out of scope. We want to know why the poll did not predict the winner, not the details of the incumbent’s history.
(C) is tempting because it indicates that there was an event before the election that could have changed voters’ opinions. However, (C) tells us only that there were scandals the year before the election. The poll was taken "just before the recent election" so it should have measured the effect of the scandal. For this reason, (C) is not as strong an answer as (E).
(D) is tempting for the same reason as (C), but it too probably does not address adequately the fact that the poll was taken "just before the recent election."
