I am not sure about (B), because top graduates of business school may also be unskilled.

I understand "unskilled" as "no experience on the work". A top graduate of business school is not equal to work experience.

Could someone please explain A: Disregard the possibility that a change of mind might be justified by a change in circumstances?

I interpret it as: Hana's brother change their mind and decide not to give her the recording gift because they are not invited to the party.

I think "can improve" is different with "improve". The latter cannot be generalized.
