The argument explains how the difficulty toddlers have adjusting to new rules is related to the slow development of the frontal cortex. For inference questions, we are looking for an answer that is fairly provable based on the text.

(C) is not an answer we can predict, but it is fairly provable and therefore correct. Based on the information presented, we can see that some instances of toddlers not obeying rules are due to the lack of development in their prefrontal cortex, and therefore not due to their desire to be willfully disobedient.
