Question type: Analyze Argument Structure
This is what is known as a "procedure" question. Procedure questions ask you to identify the strategy used to rebut an argument. In most procedure questions, the initial argument presented is heavily flawed. In this case, it’s a mistake for the author to assume that only democracies foster this belief among their citizens. Martha’s response exposes this flaw: the premise was used to support one conclusion when in fact many others were just as viable. (C) represents this flaw and is therefore correct.
(A) is incorrect because of interpretation _ Marsha’s goal is not to concur.
(B) infers too far beyond what is stated.
(D) infers too far beyond what is stated.
(E) is an attractive answer, but it goes too far. We don’t know that Marsha disagrees with Elena’s overall conclusion; we only know that she disagrees with the way the evidence is used (maybe Marsha thinks democracy is the best form of government for another reason).
