The big issue with answer choice (D) is that neither Tyra nor Otis address the issue of whether a dentist should be willing to schedule an after-hours appointment for anyone who asks.
Otis says that it's unjust for a dentist to be willing to do so for friends but not others. Tyra says that it's not unjust. So potentially they may both think that dentists should offer after-hours appointments for anyone (even if in reality, these dentists do not).
In short, whether dentists should be willing to schedule these appointments is not discussed.
