In this argument, it is unwise to use maintenance funds for construction of new roads, because the long-term consequence is a higher overall repair cost.
(A) does not rely on a principle involving the overall long-term cost.
(B) doesn’t criticize a behavior for overlooking the long-term costs. It merely advocates for taking a long-term approach to a business decision. Also, we don’t know that making it easier to recruit new employees will save the company money overall.
(D) does advocate for one course of action over another. Unfortunately, the course of action being advocated is one that in the long run is more costly. This is the opposite of what we are looking for.
(E) has nothing to do with avoiding long-term costs, and merely addresses impracticalities associated with a specific course of action.
