(C) weakens the argument because it indicates that the company will not really succeed in taking old cars off the road. Rather because the company is only paying a very low price for the old cars, it will likely only manage to buy those old cars that are stuck in people's driveways, etc, just sitting there because they don't run.
Now if you think about it, these are not going to be the cars that are creating the pollution, so if you take old non running cars away, the same amount of pollution will still be created. All the old cars on the highway will still be out there polluting if the company is not willing to pay a price that could interest the owners of old cars that are running.
