Can someone please explain why answer C is correct. I picked C based on process of elimination, but I'd like to gain a better understanding. Thanks!

If in Country X the most severe cases are those that most often get diagnosed, then it would help to explain why they report a lower incidence of the disease (the less severe cases don't get diagnosed) and also help to explain why the residents in P are more likely to die from it than residents in other countries (since the likelihood is formed by the ratio of those who die to those who are diagnosed).
